Norm debuted professionally in 1954 for the New South Wales. Next, he was signed by the St. George Dragons and selected for the Kangaroo tour.

Provan represented the Australian national team in two World Cups. After retirement, he began his coaching career. He trained players at St. George, Paramatta, and Cronulla-Sutherland.

In 1963, Norm was provided a lifetime membership at St. George. Further, he was named Rugby League Immortal in 2018.
