Two Missouri men are facing charges after prosecutors claim they kept a missing lady imprisoned in a cage on their property.

Timothy L. Norton and James D. Phelps are both accused of first-degree kidnapping, aiding a felony, causing harm, and terrorizing, all of which are class B felonies.
According to court records, an FBI agent in Kansas City called the Dallas County Sheriff’s Office on Sept. 16 regarding an anonymous tip.

On Aug. 25, law enforcement received a missing person report for Cassidy Rainwater, who had been gone for six weeks.
According to court records, James Phelps was the last person to see her.
Phelps was interviewed by an investigator at his house in Lebanon on September 1.
According to court papers, he stated that Cassidy had been residing with him until she could get back on her feet.
He claimed she had mentioned traveling to Colorado.
Phelps informed the investigator that Cassidy had gone in the middle of the night and met a car at the end of the driveway in the dark.
It was approximately a month before and that he hadn’t been seen or heard from since.
During the investigation, detectives identified Timothy Norton as being connected to the case.
Timothy Norton appeared in court via video conference on Tuesday without a lawyer.
He was arrested and sent to the Greene County Jail. He’ll also be in court on Oct. 5 for a criminal case.
