As per reports, Samantha was sitting in the reception area at the Old City office building. Further, the police have believed that they might have been in an argument prior to the incident.
The Philadelphia Police Department received over 15 911 calls from the people who had witnessed the beating.
Jeffrey Stepien was arrested after the police arrived at the scene. He was positively identified as the perpetrator. It was revealed that he was bloody when the police entered the building.
Further, he was found to be carrying metal pipes that were covered in blood as well.
