Mario Palacios, a retired Colombian soldier, was charged in a Miami federal court for his alleged complicity in the assassination plot against Moise.
Jarr was apprehended six months after a claimed squad of Colombian commandos, Haitian police. Others piled into cars from Jaar’s residence in Pétionville’s neighboring area and across the street to Pelerin 5’s presidential quarter.
In the hills above Port-au-Prince, a tiny two-lane road separates the two neighborhoods. The crew, split into four teams, stormed the hillside property with drones and hand grenades while claiming that they were members of a US Drug Enforcement Administration operation.
According to an autopsy report, Moise was found dead in his bedroom, shot 12 times. Martine, his wife, was shot multiple times but survived.
Despite the fact that 44 people were initially arrested for the crime, including 18 former Colombian military personnel who were persuaded to travel to Haiti, none have been charged.
As a result, people like Jaar, who ran a poultry business in Haiti after being convicted of a drug offense in the United States in 2013, have come under scrutiny.
