The indictment charged that on May 29, 1980, Mr. Franklin violated the civil rights of Mr. Jordan, then president of the National Urban League, by firing a .30-06 rifle at him as he was getting out of an automobile outside the Marriott Motor Inn in Fort Wayne, Ind.

It was this same Federal statute that was used to prosecute Mr.Franklin in the sniper slayings of two blacks, Ted Fields, 20, and David Martin, 18, who were shot Aug. 20, 1980, as they jogged with two white teenage girls in Salt Lake City.
