Young was born as the second child in a family of three children. After high school, Todd enlisted as a United States Navy recruit. He was assigned duty in Newport, Rhode Island. In May 1991, Todd was promoted to be the Secretary of the Navy and attended the United States Naval Academy in Annapolis, Maryland. There, he was elected as the class officer and he was able to earn a varsity letter as a member of the Navy’s NCAA Division I soccer team.
After leaving his military calling, Todd moved to Washington DC in 2001. From there, he joined the staff of U.S senator Richard Lugar as the legislative assistant for energy policy issues. He was delegated as one of the vice precinct committeemen of the Indiana Republican state convention. Eventually, he was chosen as the 112th Congress in January 2011 where he defeated Baron Hill.
