Thomas Modly USS Theodore Roosevelt
On April 2, the year 2020, as Acting Secretary of the Navy, Modly dismissed Capt. Brett Crozier, who commanded the aircraft carrier USS Theodore Roosevelt, because of loss of confidence after an email, pleading for help and decisive actions from the Navy command when an outbreak of COVID-19 infected 114 sailors on board, was leaked outside the chain of command.
He then castigated Crozier in an in-person speech to the crew, over the ship’s PA, on the month of April 6, calling Crozier “too naive or too stupid” to be in command of a ship. The speech was criticized by both elected officials as well as Roosevelt crew members, one labeling it “whiny, upset, irritated, and condescending.” When questioned about Modly’s comments to the crew, Modly said he stood “by every word,” including the profanity that he said he used for emphasis.
On April 6, the year 2020, Congressmen Ted W. Lieu (D-CA) as well as Ruben Gallego (D-AZ) sent a letter to Secretary of Defense Mark Esper calling for the firing of Modly following his comments to sailors aboard the Theodore Roosevelt as well as decision to relieve Capt. Crozier of command.
The previous week, the members called on the Dept. of Defense Inspector General to investigate whether Acting Secretary Modly acted inappropriately.
