Thomas Homan Fox News

Thomas Homan, the former Acting Director of Immigration and Customs Enforcement (ICE), joined Fox News Channel as a contributor in August 2018.
Homan ran ICE from January 30, 2017, until his retirement on June 30, 2018. In this role, his mission was to promote homeland security and public safety through criminal and civil enforcement.

Previously, Homan served as Executive Associate Director of ICE Enforcement and Removal Operations. Homan has devoted nearly 34 years of his life to immigration and law enforcement. He served as a police officer in New York; a U.S. Border Patrol Agent; a Special Agent with the former U.S. Immigration and Naturalization Service; as well as Supervisory Special Agent and Deputy Assistant Director for Investigations.

Upon the creation of ICE, Homan was named as the Assistant Special Agent in Charge in Dallas and later to the Deputy Special Agent in Charge. In March 2009, Mr. Homan accepted the position of Assistant Director for Enforcement at ICE Headquarters in Washington DC and was subsequently promoted to Deputy Executive Associate Director.

Homan has received numerous awards and honors, including the Presidential Rank Award in 2015 for his leadership and accomplishments in immigration enforcement and the Distinguished Service Medal in June 2018 in recognition of exceptionally distinguished and transformational service to strengthen Homeland Security for the United States.

Thomas Homan Director of ICE

On January 30, 2017, President Donald Trump demoted acting Immigration and Customs Enforcement director Daniel Ragsdale to deputy director, a position he already held and appointed Homan as acting director.
In May 2017, Homan announced ICE had arrested 41,319 people between Inauguration Day and the end of April, a 38% increase from the same period the year before.

As ICE director, Homan has voiced opposition to illegal immigration and support for strong illegal immigration enforcement. He also voiced support for passing Kate’s Law and ending sanctuary cities. He stated that despite committing a crime by entering the country illegally, illegal immigrants do not commit more crimes than the rest of the population in the U.S.

On Tuesday, November 14, 2017, President Donald J. Trump nominated Homan for ICE Director.
In February 2018, Homan said that politicians who support sanctuary city policies should be charged with crimes.

On April 30, 2018, he announced that he would retire from his position as acting ICE Director effective June of the same year.
On June 5, 2018, Homan appeared for a discussion with the Policy Director of the Center for Immigration Studies, which advocates for lower levels of immigration, in which he defended the policy of separating illegally entering parents from their children, and lauded President Donald Trump, saying, “You can like or love this president, but no president has done more for border security and public safety than this president. You cannot deny that.”

Thomas Homan actions at ICE

In Homan’s time as acting ICE director, Homan and his agency have:

  • Increased immigration arrests nearly 40 percent in 2017 over the same time period from 2016
  • Increased non-criminal immigration arrests 171 percent in 2017, compared to 2016, reflecting a shift away from prioritizing immigrants who had committed major crimes.
  • Specifically targeted safe cities in retaliation for their pro-immigrant policies and reportedly increased the number of immigration officers deployed in California after it passed safe city legislation.
  • Dramatically increased the targeting of businesses through immigration workplace raids. ICE swept 98 7-Eleven convenience stores in 17 states, from California to Florida, netting 21 arrests and warning of more.
  • Conducted “silent raids” across America, turning routine immigration check-ins into deportation arrests. Critics charge ICE is targeting “low-hanging fruit” to “rack up numbers.”
  • Formalized a “significant escalation” in courthouse arrests, despite judges and local leaders requesting otherwise. Two lawsuits are claiming constitutional violations, with advocates saying enforcement at courthouses silences victims, rewards criminals, and harms public safety. In El Paso, ICE detained an undocumented domestic violence victim who came to the local courthouse to file a protective order, which stoked fear in three additional victims.

Things Thomas Homan has said

  • Reportedly used to refer to undocumented immigrants as “tonks“.
  • Called for a “400 percent increase” in workplace immigration raids in California. Homan made it clear that he does not believe in protections for anyone who is undocumented in the United States, regardless of record, equities, or circumstance.
  • Said “ICE will no longer exempt any class removal” for deportation.
  • “No population is off the table,” Homan said at a December 2017 news conference. He testified to the House Appropriations Committee that people who were not a priority in past administrations are “priorities” now. Afterward, Homan doubled down on his statements saying, “I have no regrets. It needed to be said … If you choose to enter this country illegally, which is a crime, you should be concerned.”
  • Said he will “never back down” from telling all undocumented immigrants they should be worried about getting arrested and deported under the Trump Administration.
  • “We shouldn’t wait for [immigrants] to become a criminal,” Homan testified to the House Appropriations Homeland Security Subcommittee, emphasizing his determination to criminalize all immigrants.
  • “ICE will have no choice but to conduct at-large arrests in local neighborhoods and at worksites, which will inevitably result in additional collateral arrests” of persons not initially targeted, Homan threatened.
  • Homan said non-criminal arrests help maintain the integrity of the immigration system. “If you’re in this country illegally, and you committed a crime by entering this country, you should be uncomfortable. You should look over your shoulder and you need to be worried,” he told lawmakers.
  • Homan was unapologetic about arresting a high school senior hours before his prom. “We’re a law enforcement agency that enforces the law and we shouldn’t play favorites.”
  • Ignored the Constitution by calling for the arrest of lawmakers. As Homan told Fox News, “we’ve got to start charging some of these politicians with crimes.” He added that “California better hold on tight,” referencing the recently-implemented California Values Act, which limits local law enforcement cooperation with ICE officials. He also referred to the Mayor of Oakland as a “gang lookout.“
  • “We’re going from zero to 100 under a new administration,” Homan told a House committee. Dispelling the previous notion of people who had a “U.S. citizen kid” thinking no one is looking for them, he said, “those days are over.”
  • During Northern California’s devastating wildfires that killed dozens and destroyed thousands of homes, Homan acted on fake news and falsely blamed an immigrant who had nothing to do with the fire. Sheriff Giordano was forced to waste precious time during a major national disaster in order to refute Homan’s inflammatory accusations.
