ABSTRACT
This descriptive study was a survey of the impact of information communication technology on Nigerian public academic libraries (A case study of some selected tertiary institutions in Lagos State). A copy of a structured questionnaire by the researchers was used for data collection while simple percentage was used for data analysis. The study reveals that majority of students do not make use of online data base and reference resources due to lack of awareness. It also reveals that majority of students sampled make use of e-resources for social purpose which is not healthy for education sector. Therefore the study recommended that there should be awareness on the usage of online database and online references resources and students should be taught how to access and use these e-resources for their academic needs by the library management.

1.0 Introduction
With the invention of Information and Communication Technology, libraries now use various types of technologies to aid the services they render. Everyday new technological advances affect the way information is handled in libraries and information centers. The impacts of new technologies are felt by libraries in every aspect. Computing technology, communication technology and mass storagetechnology are some of the areas of continuous development that reshape the way that libraries access, retrieve, store, manipulate and disseminate information to users. The academic library has been from its inception an integral part of institutions of higher learning, rather than an appendix or adjunct.
Oyedun (2007) defines academic libraries as those libraries that are mainly found in tertiary institutions, they are established to support learning, teaching and research processes. Over the past twenty seven years, academic libraries have been affected by changes in information and communication technology. The rate of changes is still accelerating in this area. The introduction of various information technology (ICT) trends has lead to reorganization, change in work patterns, and demand for new skills, job retraining and reclassification positions. Technological advancement of the past twenty five years, such as the electronic database, online services, CD-ROMs and introduction of internet has radically transformed access to information. Rana (2009) opines that ICT holds the key to the success of modernizing information services. Applications of ICT are numerous but mainly it is used in converting the existing paper-print records in the entire process of storage, retrieval and dissemination.
ICT has impacted on every sphere of academic library activity especially in the form of the library collection development strategies, library building and consortia. ICT presents an opportunity to provide value-added information services and access to a wide variety of digital based information resources to their clients. Furthermore, academic libraries are also using modern ICTs to automate their core functions, implement efficient and effective library cooperation and resource sharing networks, implement management information systems, develop institutional repositories of digital local contents, and digital libraries: and initiate ICT based capacity building programmes for library users.
Information and Communication Technology (ICT) has brought unprecedented changes and transformation to academic library and information services, conventional LIS such as OPAC, users services, reference services, bibliographic services, current awareness services, Document delivery, interlibrary loan, Audio visual services and customer relations can be provided more efficiently and effectively using ICT, as they offer convenient time, place, cost effectiveness, faster and most-up-to-date dissemination and end users involvement in the library and information services process. The impact of ICT characterized on information services by changes in format, contents and method of production and contents and method of production and delivery of information products. Emergence of internet as the largest repository of information and knowledge, changed role of library and information science professionals from intermediary to facilitator, new tools for dissemination of information and shift from physical to virtual services environment and extinction of some conventional information services and emergence of new and innovational web based.
The application of computers to information processing has brought several products and services to the scenes. Consequently, the academic community has undergone tremendous changes during these years, assuming new dimensions influenced by technology-driven applications. Libraries have witnessed a great metamorphosis in recent years both in their collection development and in their service structures. Thus Libraries are using technology to improve the management of scholarly information to strengthen and speed access to scholarly information not held locally. Over the last several years a significant transformation has been noticed in collection development policies and practices. Print medium is increasingly giving way to the electronic form of materials (Sharma, 2009). Ani (2008) cited. Tsakonas and Papatheodorou (2006), states that “the transition from print to electronic medium apart from resulting in a growth of electronic information, has provided users with new tools and applications for information seeking and retrieval.
According to Dadzle (2007) A library can be referred to as the collections of books and non-books materials housed, organized, interpreted and disseminated to meet the board and the varying need of the people, for information, knowledge, recreation and intellectual enjoyment libraries. Libraries have witnessed a great metamorphosis in recent years both in their collection development, in their library service delivery as structures. The purpose of library is to provide access to recorded information and ideas for the community and individuals. There are different types of Library namely: E-library, academic library, public library, private library, national library, special library.
Information communication technology as really improve libraries because of the information communication technology which are invaluable research tools that compliment print paste resources in a traditional library settings Dadzle (2007).
Electronics recourses are resource that uses digital information and communication technology to collect, store, search and disseminating information whether in text format, visual images or some to access to remotely irrespective of time and place. Examples of e-resources are: CD roms, Electronic books, on-line resources, online data base, and electronic journals. This has however, increased global dissemination to individuals. Information communication technology can now easily be made available and accessible to the remote areas. Information communication technology solve storage problems and control the flood of information. There is a great need to study the use of information communication technology and identify factors that hinder their use among students.
Information communication technology means sources, which are available in Electronic form, it may be books, databases, journals, full text articles, pictures, photographs, images, music and other multimedia. These resources delivered where android phone, tablets, laptops, computers with the help of internet. Other similar terms used for Information communication technology are web sources, digital resources and online resources. Information communication technology provide on time information in electronic formats, the information is available at anytime as per needs of researchers, students and other library users. Information communication technology are enabled by technical capabilities to create, search and use enormous amount of information. Information communication technology are e-book, e-journals, e-newspaper, database, bibliography data base.
Need of e-library in libraries
Ø Solve the problem of irregular publications, availability in market, long gap between the publications of journals.
Ø No fear of loss of issues or misplace
Ø Availability of number of journals in every field of knowledge.
Ø Increasing price rate of print journals
These have however, increase global dimension of information to individuals. Information communication technology can now be made available and accessible in the remote areas. Information communication technology solves storage problems and control the flood of information, there is a great need to study the use of Information communication technology and identify factors that hinder their use among students.
According to Jacobson (2013) library generates free flow of information between nations and it helps to provide, develop, organize and store information, materials that are important for academic development, while library approach a crisping point in financing connection development, this new technology offer possible ways to mitigate cost, and revolutionize ways to access information. This library material such as books and non booksmust be selected with specific objectives in view and organized for use. Library users sees information communication technology to be helpful to the distance learners have limited time to access the library from outside by dial-up access to commonly available information communication technology mainly CD Roms, Opac’s and internet which are very useful to the students.
Library users have to find the relevant means but they also have to know how to locate the article after that. This means jugging many screens, many technologies is multi-tasking as well knowing where to look for all this necessary information. Students also base with URL link in a n interpose that can help students to overcome the problem of obtaining password, user name, imputing error, among their things when making use of available information communication technology owing.
Library Resources
Resources are things that can be easily be found inside the library or they are accessible to the library for sustainable development. A resource is also anything that has value or as an input, it can be renewable or non-renewable resources, it is also a source of supply from which benefit is produced from the library. Resources consists of human and non-human, there are types of materials resources which are primary and secondary resources. Primary resources are unpublished materials such as manuscript, photographs, maps, audio and video. They are also first classhistorical evidence while secondary resources is an information created by someone who did not experience first-hand or participate in the events.
Resources in the library include books, magazines, newspapers, pamphlet, microfiche or microfilm, other types of resources are database, electronic books, electronic dictionaries, journals and encyclopedia, e-journals, officials, publications, online newspapers, referencing resources. Resources consists of books and non-books materials, resources deals with difficult situations or to achieve an aim in the library.
1.2 Statement of the Problem
The world has developed into the world of technology but in most of the library in Nigeria institutions lack information communication technology, the usage of information communication technology has been a vital issue, the problem of in-availability of E-resources in our institutions and the Information professionals have long sought to comprehend what factors are relevant in encouraging students to the use of information communication technology a person to seek out information. More recently, a particular focus of inquiry has been on those factors that play a role in deciding to use the library’s information communication technology to seek information as opposed to just surfing the Internet. These inquiries assume an even greater importance in light of the fact that more people are using the Internet to find information they need, information that is unmediated by the library (Kibirge, 2000).
1.3 Purpose of the Study
The main purpose of the study is to investigate the impact of information communication technology on Nigerian public academic libraries. The following are the objective of the study.
1. To determine the dependency of students on the use of e-resources
2 To examine the purpose students make use of information communication technology available in the library by the students.
3 To examine the frequency and the use of information communication technology available in the library by the students
4 To examine the different types of information communication technology and services available in the selected institution.
1.4 Research Question
