NFL Commissioner Exempt List Rules

NFL Commissioner exempt list rules allow teams to take players off their active roster for a short period of time without adding them to the 53-man cap.

The NFL uses it as a tool to briefly remove players from their teams while serious off-field matters are being looked into. When a player is involved in legal or disciplinary matters that the NFL needs to investigate, their name is placed on the Commissioner Exempt List.

The NFL Commissioner decides whether to add a player to the Commissioner Exempt List or not. It is frequently employed in situations where there are substantial allegations, such as those involving domestic abuse, assault, or other important legal issues.

Since they are still considered to be employees of their respective teams, the Commissioner Exempt Listed players continue to receive their wages and all other benefits. As a result, they are not regarded as being on suspension and their contractual duties are not nullified.

The player is prohibited from taking part in any team activities if their name is on the list. They are not even allowed to get involved in any games, training, or even team talks. Based on the results of its inquiry, the NFL conducts any required actions.

Based on the extent and the activity of the investigation, players might be listed on the Commissioner Exempt for an unspecified time period. Some players may be taken off the list early and, if necessary, reinstated, while others may be subject to more severe suspension, punishment, or even expulsion from the league.

For the NFL, using the Commissioner Exempt List is also a public relations issue. It enables the league to act while inquiries are underway, indicating its dedication to dealing with significant problems involving its players.

List of NFL commissioners

The NFL commissioner list is as follows:

  • Elmer Layden
  • Bert Bell
  • Pete Rozelle
  • Paul Tagliabue
  • Roger Goodell

Elmer Layden

Elmer Layden worked as one of the football commissioners of the NFL. He was key in keeping the league in good stature and also played a major role in expanding the league during his time as an NFL commissioner, particularly during the difficult years of World War 2.

In order to boost the NFL’s popularity, Layden made significant improvements, such as strengthening the player draft process and negotiating radio broadcast agreements.

Only five years, from 1941 to 1946, he worked as a commissioner, yet his influence lasted for a very long time.

Bert Bell

Bert Bell was named NFL commissioner after Elmer Layden stepped down from his position. From 1946 until his untimely death in 1959, he was the NFL Commissioner. He was a significant contributor to the post-World War 2 period of the NFL.

He was a Pittsburgh Steelers co-owner then and was initially given a three-year contract for the commissioner role. Bell however sold his Steelers stake and gave all his focus to his new role, which eventually was rewarded with a contract extension.

He had a key role in putting new ideas into practice, such as the NFL Draft, which is still a crucial part of finding players today. He also put a lot of effort into making the National Football League more visible on television, setting the groundwork for the league’s eventual success as a broadcast sport.

His commitment to the expansion of the league and his long influence on the game of American football are hallmarks of his tenure as NFL Commissioner. He undoubtedly helped the National Football League to reach new heights and also had a big role in making the NFL commercially successful.

Pete Rozelle

From 1960 through 1989, Pete Rozelle, one of the National Football League’s most important personalities in history ever, served as commissioner.

The Super Bowl, the championship game that combined the NFL and American Football League, was made possible in large part by him, and as a result, the NFL has come to dominate American sports. With this merger, the league was not only expanded but the ideas of conference games and inter-conference competition were also adopted.

He also put profit-sharing procedures in place to maintain the competitiveness of smaller market teams. His dedication to equality and fairness helped level the playing field in the NFL, and this idea still influences the game today.

In his almost 30-year reign, he somehow brought revolution to the American football scene. On top of that, he was also the youngest person to get the responsibility of that role, he was just 33.

NFL Commissioner Before Roger Goodell

NFL commissioner before Roger Goodell was Paul Tagliabue. In 1989, he joined the NFL and succeeded Pete Rozelle as Commissioner.

He was selected over a number of other candidates during the deep search process that led to his selection. He is just the fourth commissioner of the NFL.

The NFL grew even more in 1995 with the inclusion of two new teams, the Panthers and the Jaguars, under Tagliabue’s direction. In the labor talks with the NFL Players Association, he was a crucial person. During his tenure, he presided over numerous CBA discussions, aiding in the preservation of labor harmony in the league.

During Tagliabue’s presidency, the NFL started hosting regular-season games abroad, to advance the sport internationally. In order to improve the franchise revenue, he tried to acquire money for the construction of new stadiums for a number of NFL teams.

He was able to secure lucrative television deals that considerably raised the league’s income and increased its audience.

During his tenure as commissioner, he had to deal with a number of issues, such as worries about player safety, debates over player behavior, and preserving a healthy level of competition among the clubs.

Paul Tagliabue announced his retirement as NFL commissioner in 2006, having held the position for 17 years. Roger Goodell was then appointed as his replacement.

His unbelievable contribution to American football was rewarded with him being introduced into the 2010 Pro Football Hall of Fame, which shows how important of a personality he was for the sport.

What Does The NFL Commissioner Do?

The NFL Commissioner is a significant member of the industry. The success of the NFL, as well as the lives of the players, coaches, owners, and fans, are directly impacted by the Commissioner’s decisions. They are also considered the CEO of the NFL.

Some of their main job are:

  • Looking after the day-to-day function of the league
  • Organizing league rules and regulations
  • Making processes for CBA with players and coaches
  • Maintaining the league’s officiating procedures
  • Raising awareness of the league and its teams presenting the league to the public and to the authorities

They are in charge of directing the league’s daily operations. This includes ensuring that the league functions properly and that each team is abiding by the rules.

The commissioner is also in charge of overseeing league rules and regulations. This entails both creating and putting into effect new rules as well as upholding already-existing ones.

They are also in charge of settling contracts with coaches and players through CBA. These contracts, which are crucial to the league’s efficient running, specify the terms and conditions of employment for coaches and players.

The league’s officiating program must be under the commissioner’s control. This implies preparing and bringing in new referees as well as making sure that they consistently and fairly call games. The NFL commissioner has the authority to punish players and coaches who break the rules of the league.

NFL Player Conduct Policy

The purpose of the NFL Player Conduct Policy is to safeguard the league’s integrity and to guarantee that players conduct themselves in a professional way.

It is a collection of standards and regulations put in place by the NFL to control how its players behave both inside and outside the pitch. The goal of the policy is to encourage honesty, good sportsmanship, and professionalism in the players, coaches, as well as other staff members.

It describes the league’s standards for behavior, the disciplinary process, and the penalties for infractions too.

The rule establishes requirements for players to uphold high moral standards and refrain from actions that can damage the league’s image. Players are required to act responsibly and with respect while following the law.

The league’s retaliation to players’ involvement in law-breaking activity is covered by the policy. It enables the NFL to carry out its own investigations and apply sanctions, including fines and suspensions, independent of the results of court proceedings.

They have put in place particular policies and initiatives to deal with concerns of substance misuse, including doping drug testing and counseling for athletes who test positive for illegal substances.

The policy has guidelines for handling claims of domestic abuse and sexual assault against NFL players. These instances are considered very seriously, and the league may punish players who are discovered to have been involved severely.

However, the positive thing for the player who is mistakenly punished is that they can make an appeal and ask for a recheck or provide them sufficient evidence to prove that they are guilty-free.
