Latham was raised in Sydney and attended the University of Sydney to study economics. He joined the Labor Party at an early age and assisted Bob Carr and Gough Whitlam with their research.

He was chosen to serve on the Liverpool City Council in 1987, and in 1991 he was elected mayor.

Latham was elected to the House of Representatives after winning the 1994 Werriwa by-election.

In the 1996 federal election, he was part of Labor’s shadow cabinet, but he departed the front bench in 1998 as a result of a disagreement with Kim Beazley, the party’s leader.

In 2001, when Simon Crean assumed leadership, he rejoined the shadow cabinet.

In The Latham Diaries, a book he wrote after quitting parliament, he denigrated his erstwhile allies and lamented the condition of Australian politics.
