Son of Morton Halperin and Ina Weinstein Halperin Young, Mark, was born into a Jewish family. His father was pursuing a career as a foreign policy expert in International affairs. He spent his childhood in Bethesda, Maryland. He also spent his time with a Japanese family as part of the Youth for the Understanding program before he joined Walt Whitman High School in 1982. He completed his Bachelor’s degree from Harvard University in 1987.
