Porter emerged the winner defeating Walters to become the first Democrat to represent the 45th district or its predecessors since it was created in 1953.
Congresswoman Katie Porter (CA-45) joined her House colleagues to pass an extension for the Violence Against Women Act (VAWA), which supports the safety of and provides protections for survivors of domestic violence, dating violence, sexual assault, and stalking. The bill passed with an amendment authored by Porter, which integrated the term “economic abuse” throughout the legislation.
“Until we address the full spectrum of abuse that survivors face, we won’t significantly reduce rates of domestic violence,” Porter said when introducing her amendment on the House floor. “Economic abuse ranges from employment sabotage to malicious attempts to restrict survivors’ access to funds.
My amendment would ensure that this largely invisible abuse is recognized federally and victims are afforded all of the protections offered under the VAWA.”
Congresswoman Porter’s amendment clarifies that economic abuse is included as a subset of domestic violence under federal law. This ensures that survivors of economic abuse have equal access to VAWA’s protections.
The amendment has the support of numerous groups advocating for the safety and security of survivors: the California Partnership to End Domestic Violence, the Center for Survivor Agency and Justice, Human Options, the National Organization for Women, Orange County United Way, the Orange County Women’s Health Project, and the San Francisco Office of Financial Empowerment.
“The Center for Survivor Agency and Justice is grateful for Congresswoman Porter’s leadership and vision on behalf of survivors of domestic and sexual violence,” said Lisalyn R. Jacobs, Legal & Policy Director at the Center for Survivor Agency and Justice.
“Particularly with respect to economic abuse, we are grateful that the congresswoman recognizes, as we do, the pervasive nature of economic abuse and the need to ensure it’s the broadest application within VAWA.”
“We know today that abuse in a relationship is not just physical, it can take on many debilitating and unacceptable forms, including economic abuse,” said Allyson Sonenshine, Founding Director of the Orange County Women’s Health Project.
“The Orange County Women’s Health Project applauds Congresswoman Porter for her efforts to bring justice for victims of all types of domestic violence, including those who have been denied the ability to control their own financial security.”
“The National Organization for Women supports Rep. Katie Porter’s effort to ensure that economic abuse is recognized in the law as a form of domestic violence which keeps victims poor and captive to their abusers,” said Toni Van Pelt, President of the National Organization for Women.
As a strong activist for women and families, Congresswoman Porter introduced bipartisan legislation to make childcare more affordable, allowing more working parents—often moms—to participate fully in our economy. Porter also joined her House colleagues at an event announcing the introduction of the legislation to extend VAWA, where she shared her story dealing with law enforcement as a survivor of domestic violence.
Katie Porter Campaign
Congresswoman Katie Porter (D-CA) raised over $1 million in the second quarter of 2019 for her re-election campaign, making her one of the top raising Democratic candidates in the country. Nearly 80% of her total contributions came from individuals, at an average amount of $42. Porter does not take corporate PAC money.
“The strength of my campaign comes from grassroots supporters, who are energized by my work in holding special interests accountable and standing up for Orange County families,” said Porter.
“I am proud to reject corporate PAC money and thankful for the thousands of working families who gave what they could. I will continue to fight for a stronger community for those in the 45th District,” added Porter.
Porter flipped her Orange County seat, which has a Republican registration advantage of 5 percentage points, by a narrow margin last November. After twelve days of counting ballots, Porter became the first Democrat to hold the seat since the district’s inception in 1983.
The Democratic Congressional Campaign Committee designates a Member as having “Frontline” status if they are viewed as having one of the toughest re-elections in the country. California’s 45th district is considered to be one of the top targeted seats by the National Republican Campaign Committee.
Katie Porter Today
Congresswoman Katie Porter also hosted a roundtable discussion to talk about Type 1 Diabetes with leading medical experts, local advocates, and children and families living with Type 1 Diabetes.
“Today’s roundtable is about really asking whether Orange County families are getting what we’re paying for in health coverage,” Porter said. “This new freshman class in Congress ran and won on health care. Part of that is pushing areas of the Affordable Care Act that fall short, or simply do not go far enough to give Americans the high-quality care they need.”
Americans living with Type 1 Diabetes are at the forefront of those hit hardest with rising drug costs. A single vile of two teaspoons of insulin can cost $300 for 28 days of dosages—with a retail price of $695.99.
At the roundtable, Mike Avery of the Pediatric-Adolescent Diabetes Research & Education (PADRE) held up his medical bill stating, “I paid $236.14 for my insulin. This was after my insurance ‘saved’ me $459.85. On a given year, I spend over $9,000 in insulin and diabetes supplies.”
Dr. Nikta Forghani, Endocrinologist at Children’s Hospital of Orange County (CHOC), said “It is unethical to see insulin that has been on the market for over 20 years increase in price. A Type 1 Diabetic has 2-3 days to live without insulin. It is a lifesaving drug.”
Porter had requested a report from the House Oversight and Reform Committee were they found that an estimated 17,000 seniors and Medicare beneficiaries with disabilities in the 45th District were diagnosed with diabetes. The top 50 medications for diabetes cost the Medicare program and beneficiaries approximately $11.9 million in 2016.
Congresswoman Porter has made increasing access to affordable, high-quality healthcare a top priority. She expressed disapproval of the Trump Administration’s legal campaign to eradicate all of the healthcare protections provided by the Affordable Care Act, including protections for Americans with pre-existing conditions.
In February 2019 she joined Rep. Lloyd Doggett as a lead sponsor of legislation that would allow the Medicare program to negotiate for lower prescription drug prices.
Katie Porter TextBook
Modern Consumer Law is a lively, concise, problem-focused text on contemporary consumer law. It is the only text on the market conceptualized after Dodd-Frank and its creation of the Consumer Financial Protection Bureau.
The book takes a functional approach to consumer law, looking at types of transactions such as mortgages as well as kinds of laws such as disclosure rules. It examines core theoretical questions in an accessible way, revealing consumer law as a series of statutes built on the common law foundations of contract and tort.
Organized into 28 class-sized assignments, the book is easy to adapt to a teacher’s preferences in terms of focus and class credits. The problems provide students with the opportunity to apply statutes to realistic situations and ask them to consider the perspectives of consumers, businesses, and lawmakers. Katherine Porter is a national expert in consumer law and a co-author of Wolter Kluwer’s The Law of Debtors and Creditors.
