Starting with Windows Server 2008 R2, the RADIUS server functionality was implemented with the Network Policy Services (NPS) role. Diameter uses SCTP or TCP while RADIUS typically uses UDP as the transport layer. As of 2012, RADIUS can also use TCP as the transport layer with TLS for security.

TACACS+ uses TCP (while RADIUS operates over UDP). Since TCP is a connection oriented protocol, TACACS+ does not have to implement transmission control. RADIUS, however, does have to detect and correct transmission errors like packet loss, timeout etc. since it rides on UDP which is connectionless.

To accomplish the authentication in a secure manner, the RADIUS client and RADIUS server must both be configured with the same shared password or “secret”. This “secret” is used to generate one-way encrypted authenticators that are present in all RADIUS packets. The “secret” is never transmitted over the network.
