Pulsing white usually indicates the orbi router/satellite are applying a configuration change/updating firmware. If its stuck blinking white, try factory resetting it.

Orbi WiFi systems support automatic firmware updates. Automatic firmware updates restart your Orbi router and satellites as part of the update process, which means that you lose Internet access for a few minutes. Automatic firmware updates happen between 1:00 a.m. and 4:00 a.m. local time.

Note: We recommend that you always update the firmware on your Orbi satellite(s) first, and then update your router. Do not update the firmware on your Orbi router and satellite at the same time.

Orbi routers don’t have the ability to work as satellites. Short of that, your options are to just use the one additional satellite and put the second router on a shelf, as a spare, sell it, or, as someone else suggested, put the second router in AP mode and connect it with a wired connection to your main Orbi router.
