Can you delete your RuneScape character?
Jagex does not delete characters and game progress. If you are prepared to wait for between one and three months, you can go through the full account deletion process. It would enable you to re-use the login but it will delete your entire account (RS3 as well).

Can you recover RuneScape account without email?
If you no longer have access to the registered email address on the account you can set a new email during the recovery process. Just say no when asking if you have access to the current email and then complete the form, providing a new email address to register to the account.
