From your Tumblr dashboard, click on a blog either from your list of followed Tumblrs or via the search results. That should launch the blog in a dedicated side-pane. Then, it’s simply a matter of clicking the Message icon to the top of the window. On the context menu that shows up, click Ask a Question.

The blog owner can publish the “Ask” as well as the answer or respond directly to the querent’s ask box using the “Answer Privately” button. Replying to a public answer is accomplished by simply clicking a button, while replying to a private response requires typing into the other user’s ask box.
