McMaster ‘s 1997 book Dereliction of Duty: Lyndon Johnson, Robert McNamara, the Joint Staff Chiefs, and The Lies That Led to Vietnam discusses the role of the military in the Vietnam War policies. The book was based on his doctoral thesis at UNC. It harshly criticized high-ranking officers of the era, arguing that defense secretary Robert McNamara and President Lyndon B. Johnson were inadequately challenged on their Vietnam Strategy.
The book discusses the staff of McNamara and Johnson alongside the Joint Staff Chiefs and other high-ranking military officers, and their inability to execute an effective action plan to either pacify a Viet Cong insurgency or effectively defeat the North Vietnamese Army.
