Emmett C. Burns Jr. was an American politician from Maryland and a member of the Democratic Party.
He was pastor Emeritus of Rising Sun First Baptist Church of Baltimore County.
Emmett served four terms in the Maryland House of Delegates, representing Maryland’s District 10 in Baltimore County from 1994 to 2014.
Burns also served as a Deputy Majority Whip, Maryland State House of Delegates, 2003 to 2007.
Born on August 26, 1940, in Jackson, Mississippi, United States, Burns earned a B.S. degree from Jackson State University in 1962 and a Master of Divinity degree from Virginia Union University in 1968.
Subsequently, he received a Master of Religious Education from the Presbyterian School of Christian Education in 1969 and a Ph.D. from the University of Pittsburgh in 1974.
