Brendan Howlin Political Career

At the November 1982 election, Howlin contested his initial general election. Despite the occupancy of a large left-wing vote in the area, Howlin was not elected as a Labor candidate in the Wexford constituency. Despite this difficulty, an alliance government of the Fine Gael-Labour Party came to power and the Taoiseach Garret FitzGerald drafted him to work as a senator in Seanad Éireann. Howlin acquired Wexford County Council election in 1985 and was Wexford Mayor in 1986.

The Labor Party retired from the government of the alliance in 1987, requesting for a general election. Howlin again contested for a Wexford seat and was elected to Dáil Éireann. Labor was out of office as the government of Fianna Fáil took office. Howlin was finally named Chief Whip of the Labor Party, a position he held continuously up to 1993, despite his recent entry to the Dáil. The 1992 general election once again resulted in a hung Dáil; however, to date, the Labor Party has enjoyed its best result.

Health Minister

An alliance government of the Fianna Fáil-Labour Party came to office after discussions. Howlin joined Albert Reynolds’ cabinet, obtaining the Health Minister position. During his occupation, a four-year health strategy was produced, HIV / AIDS prevention was named as a priority, and a £ 35 million investment in childcare was achieved. Nevertheless, Howlin was also targeted by anti-abortion organizations following the introduction of an act that would allow knowledge about abortion. In 1994, following a dispute over the election of Attorney General Harry Whelehan as a High Court Judge and President of the High Court, the Labor Party departed from the government.

Minister of the Environment

No general election was announced, and while the alliance was hoped to be renewed under new Fianna Fáil leader Bertie Ahern, the Dáil’s arithmetic now allowed the Labor Party to open negotiations with the opposition parties. A Rainbow Coalition came to power after discussions that included Fine Gael, Labor, and the Democratic Left. Brendan became Minister of the Environment at the cabinet of John Bruton. A Fianna Fáil-Progressive Democrats coalition government came to government after the 1997 general election and the Labor Party came back to the opposition benches. Howlin preserved accountability for the environment in announcing the new front bench of the party.

Speaker

Dick Spring quit as Labor Party leader in late 1997 and Howlin instantly threw his hat into the ring in the following election to the leadership. The former earned some early assistance in a choice between Howlin and Ruairi Quinn; nevertheless, the leadership ultimately went to Quinn by a large majority. Howlin was later identified as the party’s deputy leader as a show of solidarity and maintained his brief as the Environmental and Local Government Speaker. In 2002, after Quinn’s departure as party leader after Labor’s relatively unsuccessful 2002 general election campaign, Howlin repeatedly stood for party leadership.

Dáil Éireann’s Leas-Cheann Comhairle

Howlin lost the position of the party’s leadership for the second time in five years, this time by Pat Rabbitte, who was once a leader in the Democratic Left. Howlin was succeeded by Liz McManus as deputy leader. While openly supporting Rabbitte’s leadership, he was regarded as the party’s wing leader who was suspicious of Rabbitte’s policy regarding Fianna Fáil’s future coalition. Rabbitte explicitly ruled out any planned coalition with Fianna Fáil, instead of forming a formal alliance with Fine Gael in the run-up to the 2007 general election (the Mullingar Agreement). Howlin was named Dáil Éireann’s Leas-Cheann Comhairle (Deputy Chairman) on 26 June 2007.

Ministry of Public Expenditure and Reforms

Fine Gael and the Labor Party formed a government following the 2011 general election, Howlin was selected to the Ministry of Public Expenditure and Reform’s new office. In May 2011, he said the number of people in Ireland over 65 will increase by almost half a million over the near 20 years, a position that could see the annual health budget rising by just € 12.5 billion over the following ten years. While reform was a dominant part of government efforts to “to regain full sovereignty over economic policy” Howlin told an Association of State Agencies Chief Executives meeting that they would handle key “imperatives” in the years following in any event.

He said a new review of public spending, on which he had advised the cabinet over the past few days, would not be a mere evaluation of where to make cuts, but would also think of how to deliver public sector services. Howlin reemphasized the government’s commitment, “if the Croke Park Agreement works” not to cut public sector pay “These are just some of the difficulties that our society is facing in the subsequent decade–crisis or no crisis. In good times, handling them was going to be hard.
