Agnes Bailen was born in Quezon City on September 26, 1971, to Dr. Jerome Bailen, a forensic anthropologist at UP Diliman, and Josefina “Josie” Garlit-Bailen, an opera singer and music professor at UP-Diliman. 

She completed her Diploma in Bioethics from the UP College of Medicine. She completed her Bachelor of Laws from the UP-Diliman College of Law. She holds a master’s degree in political science from UP-Diliman.

Agnes then worked for the Department of Budget and Management, first as the Chief of Staff of the Secretary’s Office in 2016, then as the Undersecretary of Internal Management from 2016 to 2017, and last as the Undersecretary of Internal Audit from 2017 to 2020.
