On March 30, 2014, the Philippines was able to submit their Memorial to the Arbitral Tribunal in Hague where they had a hearing regarding a case against the People’s Republic of China under the United Nations Convention on the Law of the Sea. This Memorial aims to make the claim of China of 90% of the South China Sea, as well as some features that are within the Philippine Exclusive Economic Zone, become invalid. He stated that this case would be the first time for international legal experts to consider the validity of China’s territorial claims legally.

Last July 7, 2015, he was able to appear before the Arbitral Tribunal in Hague to present the reason why the Philippines brought the case to the Arbitration as well as its importance to the region and the world.

On February 8, 2016, he announced his resignation as the Secretary of Foreign Affairs because of health reasons. He eventually stepped down on March 7, 2016.
